Regenerant Catalunya - Network Guidebook

This guidebook is for network coordinators and participating projects preparing for Phase 2: Network-Level Collective Governance.


Phase 2 Overview

In Phase 2 (January–February 2026), networks collectively govern funds using Web3 governance tools. This phase empowers networks to make decisions together while building capacity for ongoing bioregional finance infrastructure.

Funding Structure

€1,000 per project is allocated to network-level pools:

  • Miceli Social network: ~€6,000 collective pool
  • La Fundició / Keras Buti network: ~€5,000 collective pool

Total Phase 2 Funding: ~€11,000 (distributed across the two networks)

Why Network-Level Governance?

  • Builds capacity for ongoing bioregional finance infrastructure
  • Demonstrates practical value of Web3 tools for regenerative work
  • Creates portable, verifiable governance structures that can be reused
  • Strengthens network coordination and collective decision-making
  • Provides templates for other bioregions to replicate

Multistakeholder Contracts

  • What it is: Smart contracts that enable multiple stakeholders to participate in governance
  • Use cases:
    • Formalizing network agreements
    • Defining roles and responsibilities
    • Creating transparent decision-making structures

Safe (Multisigs)

  • What it is: Multi-signature wallet for secure, transparent fund management
  • Use cases:
    • Network treasury management
    • Requiring multiple approvals for fund disbursements
    • Transparent on-chain record of all transactions

Sarafu Network

  • What it is: Local currency and commitment pooling platform
  • Use cases:
    • Creating local currency systems
    • Commitment pooling for collective projects
    • Strengthening local economic flows

Cycles

  • What it is: Open clearing protocol for mutual credit and circular economy
  • Use cases:
    • Enabling circular economy flows
    • Mutual credit systems

Collective Decision-Making Process

Step 1: Network Coordination Meeting

When: January 2026 (after Workshop #4)

Purpose:

  • Review Phase 2 funding structure
  • Discuss network priorities and needs
  • Explore which tools best fit your network’s context
  • Begin planning collective governance structure

Participants:

  • All projects in your network (Miceli Social or La Fundició / Keras Buti)
  • Network coordinators
  • ReFi Barcelona support team

Step 2: Tool Selection & Setup

Decisions to Make:

  • Which governance tools to use (Gardens, multistakeholder contracts, etc.)
  • Which finance tools to use (Safe, Sarafu, Cycles, etc.)
  • How to structure decision-making (voting thresholds, proposal processes, etc.)
  • Who will be signers/participants in governance structures

Support Available:

  • Technical setup assistance from ReFi Barcelona
  • Training and documentation for selected tools
  • Best practices from other networks

Step 3: Governance Structure Activation

When: End of February 2026

Activities:

  • Set up selected Web3 governance tools
  • Transfer Phase 2 funds to network governance structures
  • Test governance processes
  • Make first collective decisions

Deliverables:

  • Active governance structure managing network funds
  • Clear decision-making processes documented
  • First proposals and decisions recorded on-chain

Workshop Schedule

Workshop #4: Advanced Web3 Tools (per network)

When: January 2026
Format: Online, separate sessions for each network
Language: Spanish

Content:

  • Set appropriate expectations:
    • Networks of significant size that manage resources
    • Let’s manage our resources together!
  • How tools can be used for governance:
    • Gardens — template for projects and volunteers, bounties and rewards
    • Multistakeholder contracts
  • Finance tools:
    • Safe (multisigs)
    • Sarafu (local currency / commitment pooling)
    • Cycles (open clearing protocol)

Project Deliverables:

  • Agree on which mechanisms to use to manage collective pool
  • Activate governance of funds

Workshop #5: BioFi and Beyond

When: January/February 2026
Format: Online
Language: Spanish

Content:

  • What is BioFi?
  • Long-term vision — how does it fit with what we are doing
  • Program as pilot
  • Building Bioregional Finance Infrastructure (BFFs)

Network Coordination Best Practices

Communication

  • Regular Check-ins: Schedule regular network meetings to discuss priorities and decisions
  • Transparent Documentation: Document all decisions and proposals clearly
  • Inclusive Participation: Ensure all network members can participate in governance
  • Clear Processes: Define clear processes for proposals, voting, and fund disbursement

Decision-Making

  • Consensus-Building: Take time to build consensus before making decisions
  • Proposal Process: Define a clear process for submitting and reviewing proposals
  • Voting Thresholds: Set appropriate thresholds for different types of decisions
  • On-Chain Recording: Record all decisions on-chain for transparency

Fund Management

  • Transparent Treasury: Use Safe multisig or similar tools for transparent fund management
  • Clear Allocation Criteria: Define criteria for how funds will be allocated
  • Regular Reporting: Provide regular updates on fund usage and impact
  • Public Records: Maintain public, on-chain records of all transactions

Capacity Building

  • Knowledge Sharing: Share learnings and best practices within the network
  • Peer Learning: Learn from other networks’ experiences
  • Tool Mastery: Build expertise in selected Web3 tools
  • Future Planning: Use Phase 2 as a foundation for future rounds
